Ralph Bard was very happy about this program everytime he thought about this program he would get this feeling that he never has had before he was extremly confident that this bomb would work and that there will be no more japen and Ralph gave jepan a warning that basicaly said if you dont surrender and give up china coast we are dropping the bomb. Ralph thinks we dont have anything in comman with japen so if we drop the bomb then we will succeed in this program and ralph said (The only way to find out is to try it out.). So this document is a warning letter and for japen to give up and he wants to try this bomb out and he wants power and control thats what i get from reading this document.
The reason why is he is talking to the japanese is to warn them about what will happen but he doesnt say anything about the atomic bomb. he is just telling them look you dont surrender then something huge will happen so if you dont then tell your loved ones bye. ( i think a big part of this is ralph just wants power and he wants to have control over everything he wants. Mabey he will even go to countrys and say the same thing he is telling the japnese so he can have the power he wants).
